Abstract

Sport and inter-township cooperation: what stakes for definition of local policies and the articulation of local sports public action? The double process of decentralization and European opening is at the origin of the transformation of the public management in France. Today, a substantial legal arsenal seeks to supply the frameworks of a better adaptation to this context. The sports public action is directly concerned by these stakes, the laws relating to organization and to the development of territory show it. Among others objectives, these laws have to structure the elaboration and the implementation of the sports policies by the increase of partnerships between multiple actors. This research, by means of semi-directed interviews, wonders more particularly about the inter institutional relations between the Conseil Général and the public establishments of inter-township cooperation with appropriate tax system. The objective is not only to study the inferred effects by the intensification of inter-township on the elaboration of local sports policies and to analyze also if the respective strategies of these two categories of actors are made for the benefit of the articulation of the sports public action as the laws plan it. The Conseil Général of Gironde (33) will be used as analyzer.
