Ventura County’s pre-nuclear explosion public information campaign proved that education of the public on this important threat is possible without causing panic or criticism. Experts hoped that following the launch of this campaign FEMA would promote a similar message nationally. That has not happened. FEMA must either take this matter up on its own or the nuclear preparedness community must find a way to get it to fulfill its responsibility.
