Digital state: Creation through project-functional structure of public administration

Abstract

Institutional dysfunctions in public administration and it inefficiency were laid down in the process of reforming the state apparatus. The digital state as a strategic aim of most countries has a few barriers in implementing digital technologies into the public administration system. First of all, there is the un-readiness of state bodies in project problem solving. The bureaucratic state apparatus has a habit of poor process management, when some processes go on without yielding results at the expense of good budget financing. To move from bureaucratic to digital platform's state apparatus it is important to use system approach, where project-functional structure of state apparatus can be useful. The digital state has its own risks, such as extraterritorial activity of all actors. Besides that, other actors are trying to use Internet platforms for profit raising and sometimes for tax evasion. Another risk for the digital state is the common reality of the overthrow of power through calls on the Internet for rebellion (examples here are Egypt, Ukraine, and Libya). All these risks are very important when considering the architecture of the digital state apparatus. Institutional analysis, the general theory of systems, and legal comparative analysis are used in the chapter to carry out this research.
