To explore the factors influencing the innovative behavior of civil servants, a hypothetical model was established in this study on the basis of literature research and in-depth interview. To verify the research hypotheses, a questionnaire survey was conducted on 322 Chinese civil servants and statistical analysis was made on the sample data using SPSS22.0 and MPLUS7. The results show that: (1) Prosocial leadership silence and bureaucratic culture can only indirectly influence the innovative behavior through the expected innovation gains; (2) Job autonomy can not only directly predict the innovative behavior, but also indirectly influence the innovative behavior through the expected innovation gains. The research results suggest that government agencies should advocate the silent leadership style, and take measures to restrain the bureaucratic culture and improve the job autonomy of civil servants so as to stimulate their innovative behavior.
