This article is the result of exploratory research and its general objective is to collect data on the institutional planning of Public Security, to compare and interpret the discourses on values and strategic objectives embodied in the various state plans for public security existing in the Brazilian federation. Correlations and contradictions between elements of institutional discourse were analyzed. The institutional values and declared strategic objectives were compiled in the strategic plans of the different states of the federation, these to carry out a qualitative analysis. To then present a diagnosis of both the congruences and the contradictions between these elements of institutional planning in public safety. For analysis, 09 (nine) "strategic plans" were identified: AC, BA, ES, GO, MA, MG, MT, SC and TO. The result of this analysis, it was found that the value "ethics" has the greatest recurrence in the configuration of organizational images, being, however, litde related to objective correlates. Other values with significant recurrence were identified, namely transparency, integration and innovation. The most recurrent ones are professional development, social participation, technological modernization and management improvement. When analyzed at the level of intrinsic correlation, it was found that the objectives comprise 46% of the quantitative values, therefore, there is a significant list of values that are declared in the planning, but that do not receive operational capacity through the objectives and goals of the institutional action of public safety.
