Blockchains are spreading their popularity in a wide range of applications due to their capability to ensure decentralization, immutability, transparency, verifiability, resilience and consensus-based record-keeping system. Hyperledger Fabric is a general-purpose permissioned blockchain featuring pluggable consensus mechanism and chain code that can be written in any general-purpose programming language, providing a consistent distributed ledger that is shared by a set of peers in the network. In this paper, we propose a novel decentralized framework for record-keeping system in government, which brings immutability, resilience and verifiability in the system that is based on permissioned blockchain Hyperledger Fabric.
