Most research on the influence of international human rights norms on national policies focuses on the impact of legally binding norms on dictatorships and repressive regimes. In contrast, in this paper, I focus on a norm that is not legally binding and its impact on two democracies of the global North. Thus, I explore the process of the diffusion of the international norm expecting states to mainstream a gender perspective into asylum policies, and in particular the interpretation of the Refugee Convention, in the UK and Germany. In so doing, I show that the judiciary may play an important role in the process of norm diffusion. It can be a help but also a hindrance to it.
