Abstract

AbstrAct: Despite disagreement among experts and policymakers over its significance, the foreign fighter threat to Europe is very real. Intergovernmental organizations (IGOs), such as NATO, have an important role to play in countering this threat, including through information sharing. Even though the North Atlantic alliance has its hands full at the moment, member states can further leverage NA-TO's unique advantages.
