The Analysis Method of Command and Control Measures of Effectiveness (C2MOE)

Abstract

Presently as development of information technology, combat systems aretransformed from traditional PCW(Platform Centric Warfare) toNCW(Network Centric Warfare). In this regard several analysis frameworkand methods of Command and Control Measures Of Effectiveness (C2MOE)have been discussed and advanced. The analytical and conceptualframeworks are presented but how to analyze and be applied to MOE arenot present clearly. The objective of this paper is to show new analysisframework of C2MOE, experiment procedure to apply items of MOE tosimulator, how to decide items of MOE. An analysis method and a analysisframework presented in this paper are used and applied to C4ISR or othersystems also.
