Abstract

The article discusses the emerging and expansion of the Muslim "parallel" society in Germany. The study concludes that in certain areas in cities, partly in rural areas inhabited by immigrants from Muslim countries, the German state has lost its monopoly on the legitimate use of the state mechanism of coercion (police, executive justice, etc.). In these territories, there are mechanisms of "parallel" justice represented by Islamic "justices of the peace", which are closely associated with the dominant family clans, and there are patriarchal customs that contradict Germany's secular morality and legal norms, such as forced marriage or "honor killing". The article shows how an extensive network of organizations, such as the Islamic Community of Germany (IGD), which the German intelligence services unequivocally consider to be a disguised branch of the Muslim Brotherhood organization (banned in the Russian Federation) and radical Salafi imams, who use only legal tactics, pursue the goal of building a Muslim state. Particular attention in the article is paid to the relatively new tactics - a conscious rejection of the integration of Muslims in European secular society in the name of the highest religious goal - the construction of a "parallel" Muslim community in Germany. Nevertheless the seriousness of the threats associated with the existence of a "parallel" Muslim society is acknowledged by representatives of the German law enforcement, politicians, public figures, the media, a systemic and effective response to the real threat has not been developed.
