The purpose of this study is to examine why a separate quota was assigned for Photovoltaic power generation when introducing the RPS (Renewable Portfolio Standards) in Korea, as well as the implications of the new system to relevant policies. This study has examined the structure of the Korean new and renewable energy industry using the SCP(Structure-Conduct-Policy) framework. The results of the study show that though the standard currently has a high generation cost and is therefore comparatively lacking in competitive edge, the overall growth trend of the industry suggests high future potential. The study is expected to be utilized as data for other countries that are considering the application of, or are currently running RPS systems. © 2011 Springer-Verlag.
