Abstract

Smooth Communication channel is important for better public service delivery. E-communication is a new communication channel in developing countries that allowed in real time communication with the stakeholders. The objective of this paper is to examine enablers and impediments in e-communication adoption process as a strategic communication mean in the Benin Public Administration. It draws from the literature and analyzes the impediments facing e-communication adoption in developing countries and especially in Benin. The authors investigate the issue using data obtained by semi-structured interviews from Benin's ministry of Information and Communication Technology, international organizations reports and academic Web sites.
