Abstract

With the development of human rights agenda in the last century, the world has en- tered the era ofresponsibility ofinternational community for the safety ofthe people. Si- multaneously, deepening economic, ethnic and cultural divisions that are observed in the last decades, lead to conflict, that are new both in their brutality, targeting the civilians as well as socio-political complexity. Having developed amazing communication possibili- ties as well as great mobilisation of civil society, the world cannot ignore the atrocities that are still happening.World leaders developed a concept ofhumanitarian intervention, which should help to react on this kind of necessity. However, as great and essential the idea ofhumanitarian intervention is, it face a lot ofcontroversy and difficulties.
