Abstract

INTRODUCTION. This contribution seeks to identify the key elements that nurture the international debates about the contribution of educational research and innovation to the improvement of learning achievements from a transnational perspective. METHOD. First, research, development and innovation in education are defined in light of the current international debates. Second, the available evidences about expenditure in educational research and the return of the investment, including the issues related to how to measure it, are synthesised. As the available data are scarce and outdated, the key message emerging is that countries differ vastly in their investments. Third, the international debates related to the evaluation of public policies of research and innovation in education are discussed, showing that there is a growing worldwide trend to make efforts to better align research and innovation with the improvement of learning achievements. RESULTS. Despite the lack of international comparative data, there are indications that show coordination gaps, scarce use, and absence of systematic evaluations and of internationalisation. DISCUSSION. The contribution closes with a discussion of some recommendations that could lead to a more open model of research and innovation in education that improves in relevance, applicability, systematisation and dissemination and, overall, contributes to the development of the capacities of the end users of research.
