Abstract

This introductory chapter for this section of the Handbook contains three parts. The first part starts with some comments about the potential influence of the evolution of IT on educational policy. The second part refers to how international organisations create, support, and stimulate educational policies incorporating the influence of IT. A third part describes and explains a global framework to be used to categorize policies conducted in different regions and countries in Chapters 11.3- 11.8 of this section of the Handbook. The framework is expressed by a matrix with rows relating to dimensions of policy and columns to different stages of policy implementation. Indicating different country's or clusters of countries' position on each row and column can give a comprehensive overview of existing policies.
