The trading of goods and services is not necessarily constrained by geographical, social, cultural and political differences. Markets are often diverse in nature and goods and services are usually tailored to meet specific needs of the marketplace and of potential customers. There is also a market for people with skills: people engage in training and move to places where they are more likely to sell their skills through work. Vocational education and training (VET) is mostly localized in terms ofwhere people develop their skills, but is generally more wide ranging in the transfer of those skills.
