Abstract

Sets out a research agenda on political institutions and the role these might play in meeting the challenges and resolving the issues concerned with increases in the concentrations of carbon dioxide in the atmosphere. Institutional analysis must incorporate the behaviour of private individuals, groups, and firms, particularly in the United States and other countries where a substantial private economy exists. -after Author
