Abstract

Government Process Reengineering (GPR) is the kernel of electronic government, but it has high risk. A framework for Government Process Management (GPM) in the integration stage of electronic government is presented in this paper. According to the characteristics of the integration stage, role and activity combined process model are built based on Petri nets. Then the correctness, performance and optimization of Petri net based model are analyzed. For applying the GPM framework and the process modeling and analysis method, a real example of statistics process modeling and reengineering is illustrated finally. © Springer-Verlag Berlin Heidelberg 2012.
