Abstract

Poor English is a fundamental problem in the Chinese immigrant community . Unemployment is high (28 per cent) partly due to racial discrimination, but knowledge of children's - though not general welfare - services is good. Women particularly need accessible English classes . The CES must try to reduce the factors contributing to unemployment; paid training programs are needed so people may get the more skilled work that is available. Bilingual teacher aides are needed too. Chinese speaking people should be encouraged to participate in welfare and community organisations.
