Abstract

At a time of globalisation and of transition towards a knowledge economy, scientific and technical knowledge becomes increasingly important in the development process. Its production and use for and by African countries can not be secured in a satisfactory way by relying only on market forces. Official development aid has to compensate for this market failure. Accordingly, Europe has to cooperate in the building of an African knowledge society.
