Abstract

The Government of Vietnam recognises overseas Vietnamese as an important factor for the country’s development. To this end, it has developed a comprehensive legal framework and practical programmes to cater to both emigrants and the diaspora. This chapter provides an overview and analysis of Vietnamese emigrant and diaspora policies. In particular, it discusses how these policies have developed over time to cater to the needs of emigration and diasporas and to maximise the potential impact on the Vietnam’s development, analyses the policy drivers and motivations as well as its impact.
