The reasons for submarine acquisition in Vietnam are explored against the general strategic context in Southeast Asia in general and the South China Sea in particular, and the country's unique approach to the challenges it poses is demonstrated. The contribution that submarines are thought to make to Vietnam's security is discussed, and the technological, economic and institutional problems and their acquisition poses are identified.
