Abstract

Over the last three decades, Vietnam’s higher education has transited radically from an elite to a mass system. Under this circumstance, the financing system in higher education has shifted significantly, from a wholly government subsidy system to a cost-sharing mechanism. This chapter traces such an evolvement of financing polices and proposes implications for policy-makers in Vietnam.
