Abstract

Mark Heller stated that Israel has the power to block, but not the power to shape the regional order. Although its power is impressive “and almost certainly sufficient to defend its security against threats by others” (Heller 2011: 238), Israel is not a regional power that is able to manage the regional order. It tries to prevent the emergence of any other power that could seriously damage it, but has no soft or smart power, as this contribution.
