Abstract

In this speech, delivered in September 2000 in Taipei, Taiwan, at the 17th International Symposium on Automation and Robotics in Construction, the chairman of the Taiwan High-Speed Rail Corporation summarizes her experiences in working with the private sector on a build/operate/transfer rail project. She discusses cooperation between government and the private sector, project financing, procurement methods, and risk allocation. The way in which the build/operate/transfer mechanism can stimulate the development of a sector in a country and raise the level of expertise is described. © 2001 ASCE.
