Abstract

In developed countries, it was demonstrated that, from the electricity supplier point of view, in many cases it more profitable to invest money at the consumer than in new electricity production, transport and distribution capacities. The development strategies of Electricity Companies are more and more based on methods such Integrated Resources Planning (IRP), in which Demand Side Management (DSM) programs are considered a energy resource. In 1998, the Board of Administration of RENEL (CONEL at this moment, the Romanian National Electricity Company) decided to use some funds for DSM actions. One of these actions was the acquisition and assembly (by lending) of 100,000 CFL (compact fluorescent lamps) instead of classical incandescent (tungsten) lamps (GLS) at some budgetary consumers (hospitals, orphanages, homes for old people, people with handicap, schools and others). The idea was to help these budgetary consumers by reducing the invoice for consumed electricity. Taking into account that the life of CFL is greater than the life of GLS, there are also reduced some other expenses ({''}upkeep{''}) for the above mentioned budgetary consumers. The paper presents: a comparison between CFL and GLS some statistics regarding this DSM action financed by CONEL/ELECTIUCA (categories of end-users, places of CFL assembly, results).
