A face oculta do poder no Ministério Público Federal e o poder de agenda de suas lideranças

Abstract

Resumo: Este artigo analisa a face oculta do poder no Ministério Público Federal (MPF) e o poder de agenda de suas lideranças. Apresenta duas novidades: (i) a utilização de uma literatura que permite analisar o poder de uma estrutura de dominação (MPF) e daqueles que buscam controlá-la, ressaltando a face oculta; (ii) a análise de um banco de dados sobre a carreira dos oito PGRs que ocuparam o cargo desde 1988 e a composição do Conselho Superior (CSMPF), das Câmaras de Coordenação e Revisão (CCRs) e Corregedoria, pensado como registro da ação realizada pelos indivíduos. Como os mecanismos institucionais que são instrumentalizados pelas lideranças do MPF na sua luta por poder político estão relacionados à reprodução de uma elite organizacional, o resultado dessa luta precisa ser entendido como expressão do poder institucionalizado que as lideranças convertem em poder político, cuja face oculta é uma de suas características mais marcantes.Abstract: This article examines the hidden face of power in the Brazilian Federal Prosecution Service (MPF) and the agenda power of its leaders. It presents two new developments: (i) the use of a literature that allows analyzing the power of a structure of domination (MPF) and those who seek to control it, highlighting the hidden face; (ii) the analysis of a database on the careers of the eight PGRs who have held office since 1988 and the composition of the Superior Council (CSMPF), the Coordination and Review Chambers (CCRs) and Internal Affairs, that serve as a record of individual activity. As the institutional mechanisms that are instrumentalized by the MPF leaders in their struggle for political power are related to the reproduction of an organizational elite, the result of this struggle needs to be understood as an expression of the institutionalized power that the leaders convert into political power, whose hidden face is one of its most outstanding features.
