Policymakers and public opinion are concerned about the role of medical malpractice liability in driving up the total cost of medical care. As a result, risk management, a fundamental component of clinical administration, is now the centre of attention of healthcare experts, administrative officers, and operators, as well as representatives of various international groups that have an interest in public health [1]. The available methods for assessing the nature and scale of harm caused by health systems have widely differing purposes, strengths, and limitations and should thus be considered as complementary, by providing different levels of qualitative and quantitative information [1].
