Abstract

There are two quandaries in examining the legal system in Vietnam with regard to ensuring human rights and higher education access. They are (a) regional priority policy and bonus points; (b) the procedure of checking the political and moral qualities of student before accepted (e.g., People's Public Security Schools). This chapter will provide an overview of Vietnam as well as explain the role of bonus points applied to National High School Examination and the way this policy impacts equality among students from different regions in the nation. Second, cases of students who applied to institution for The People's Public Security Forces will be analyzed to examine the role and necessity of checking student background (e.g., family relationships, political and moral dispositions).
