Due to the lack of a universally accepted definition the discourse about media freedom tends to be confusing. Frequently, both in academic literature and in reports of intergovernmental organizations and NGOs a clear definition of what the concept of media freedom actually means is missing. As a result, there are numerous publications that use the same wording but mean different things.
