Abstract

Since 20 years ago, a public-private alliance has transformed Argentina into a remarkable global actor in developing biotechnological products for food and renewable energies. This strategic alliance resulted in the boosting of scientific knowledge, the extension of the production boundary, the expansion of international trade and the creation of the conditions for an integral development. Furthermore, given the characteristics of biotechnology as a new phenomenon, wto has become the field within where a number of disputes take place, disputes which not only controvert trade issues, but also the State's limits to design and apply public policies on the matter at issue. As a consequence, the present article seeks to, on the one hand, describe how Argentina built its public policy on Biotechnology and, on the other hand, analyze the challenges that Argentina faces within the multilateral trade system.
