Abstract

The social policy of the state is for the most part aimed, at people, without any physical deviations. The needs for people with disabilities can be roughly divided into two groups of needs: those characteristic of ordinary citizens and the needs that cause illness. The development of these information technologies is a particularly valuable tool for people with disabilities; they can improve their quality of life. Despite the fact that there is still an acknowledged digital divide, it is now much smaller. For large numbers of people with disabilities, information technology is essential to develop the basic literacy and numeracy skills needed to participate more fully in society. For people with individual learning needs information technology is applicable to integrate into society through the process of socialization and control of unacceptable behavior.
