Abstract

The author is concerned with the kind of policy that could eliminate the causes of and motives for nuclear threats. by examining the nature of the nuclear threat, and the cultural conditions that promote its growth, he is able to postulate a nonviolent refusal to an arms build-up by suggesting changes in cultural attitudes. he draws on historical examples such as ghandi in india and the occupied european nations of world war ii.
