Family approach: An alternative for the development of public policies in Peru

Abstract

For the effective development of its public policies, the State uses certain approaches as an integrating north of its actions. To address the needs and problems related to the family, the gender approach has been the most used tool, however, in practice, family policies have not had the expected impact. This may be because the gender approach is based on a theoretical construction that considers the family as the primary space for the reaffirmation of the cultural roles of women (motherhood, marriage) that have apparently kept her as a second-class citizen; and because a comprehensive approach that considers the family as a social subject has not yet been implemented. Therefore, the incorporation of the Family Approach into the design of public policies is proposed as a non-exclusive alternative, with the purpose of integrating policies aimed at family dynamics at all levels of government. This will directly address their needs, promote the fulfillment of their functions, and guide the effective and subsidiary action of the State.
