In 2010 England was on the brink of one of the most significant changes in funding for universities in a generation. The introduction of fees of up to £9, 000 (€11, 500, $14, 400) for undergraduates and a new system of income contingent government backed loans which accompanied the new higher fee filled the news media bringing concerns about the impact higher fees may have on wide social participation in universities.
