Abstract

The purpose of this study is to analyse how the implementation should sign up deed transfer of rights over land, the legal implications arising from delays in the registration certificate on transfer of rights and to determine the factors that led to the late registration of the deed of transitional land rights in Bima District Land Office. Under the provisions of Article 40 paragraph (1) of Government Regulation No. 24 of 1997 shall in transition deed registration of land rights carried out no later than 7 days after the deed was signed. Factors that led to the late sign up transition deed land rights is due to the mind-set of society that still considers the deed transfer of rights to land made before PPAT is sufficient as evidence transitional land rights. Legal implications of the delay in the registration of land deed transfer of rights that give rise to various conflicts and disputes in the area of land and can not provide legal protection and certainty are strong because in the land book and the certificate has not happened the process of changing the subject of land rights holders.
