The existing lobster seed management approach has experienced always been faced with economic and conservation interests. This study focused on three objectives; 1) to analyze the issues and constraints on the lobster seed catches; 2) to formulate a socio-economic model of the open-closed season (OCS), and 3) to analyze the implications of the concept of the socio-economic model of OCS. This research was conducted from January to December 2021 in regencies of Central Lombok, East Lombok, and Banyuwangi. Primary data were obtained using a structured questionnaire to 466 respondents includes fishermen, collectors, and other stakeholders, supported by secondary data from various scientific sources. Data were analyzed using descriptive qualitative, Likert scale, and regulatory impact assessment (RIA). The finding shows that the issues and constraints are related to conflicts between actors, adaptation ability, shifting in fishermen's livelihood, an anomaly of fishermen's income, exploitation pattern changes. The model is constructed by three designs; 1) conceptual, 2) detailed, and 3) implementation, then supporting with core and complementing strategies. Both management scenarios (with or without OCS) are above 1, namely 7.78 (with OCS) and 2.02 (without OCS). However, implementation of this model requires the institutions of production, supervision, finance, marketing.
