E-Governance is the use of Information and Communication Technology to change governance structures or processes in ways that would be impossible without ICT. As web technology has evolved from Web 1.0, consisting of simple computer systems, to Web 4.0, involving Artificial Intelligence and the Internet of Things, so has e-governance. As a result, there has been a noticeable transformation from a digital government to an algorithmic government. However, although ICT has advanced, the impact and need for automation are prevalent. Many administrative jobs are still manual and paper-based, and technical challenges, such as legacy systems and scalability issues, persist in the current e-governance. To this end, in this paper, we aim to study the application of hyperautomation to e-governance, which helps modernize legacy systems and eliminate data silos, among other things. After performing a theoretical review of the key concepts of hyperautomation, its potential in e-governance, and two real-world public-sector use cases of hyperautomation, we find that not only can hyperautomation tackle many existing technical issues in e-governance but also open the door to previously impossible automation opportunities. We also devise a theoretical framework to demonstrate how hyperautomation can be applied to potential e-governance use-cases.
