Formation of a Regional Innovation Infrastructure Based on the Concept of Green Economy Development in Russia

Abstract

In this paper, the authors consider the current state of the Russian economy at the level of regional development, taking into account the trends of the green economy. In the conditions of the formation of an innovation economy, the issues of forming an innovation infrastructure are of particular importance. The concept of the green economy development in the Russian regions assumes the availability of infrastructural elements oriented towards the creation of innovations. The purpose of the study is to examine the basic principles of the concept of developing a green economy, taking into account the key components, namely – the objects of innovation infrastructure. In accordance with the goal, the article considers the following research tasks: Consideration the features of the Russia’s economic policy formation at the present stage; characteristics of innovation in terms of the concept of green economy; identifying features of the whole country’s innovative development as well as individual regions’ development; consideration of foreign experience and the allocation of key factors for the development of the concept of a green and nature innovative-oriented economy. The research methodology is based on the application of the principles of a systemic approach, scientific comparison, methods of analysis and synthesis, and a logical-historical approach. In the paper, the authors analyzed the key characteristics of the green economy as an alternative factor for regional development. The formation of innovative infrastructures focused on the ecological direction of the economy has been proposed. The creation of a virtual technic park on the basis of an institute engaged in environmental development and technological innovation as the basis for the formation of a green economy in the region is considered.
