Abstract

Alliances are a central and constant phenomenon in international politics throughout history. Whether we look at ancient periods, at the Middle Ages or at the centuries of Bismarck or Napoleon, we find states forming alliances. As George Liska has put it, “It is impossible to speak of international relations without referring to alliances; the two often merge in all but name.”1
