Abstract

This paper questions whether and to what extent social media matches its many presumed desirable attributes, through references to social media in the United States and China, and in light of data that indicates that social media use tends to be dominated by a small group of elite users and driven by conventional forces. It concludes with implications for policy development. © 2013 Springer-Verlag Berlin Heidelberg.
