Technical and vocational education and training (TVET) are fundamental human rights, as articulated in Articles 23 and 26 of the Universal Declaration of Human Rights (United Nations, 1948) which relate to the right to work and education. The State is, thus, obligated to ensure that all learners have access to TVET, albeit in the formal school system, which is its most likely source in African countries.
