In the knowledge-based economy, industrial clusters have played a significant role in the development of local economy, especially in technology innovation. The governance of industrial is helpful to improve the collective efficiency of clustering enterprises, increase the technology innovation and promote the sustainable development of the cluster. This paper's aim is to propose an analytical framework on the governance of industrial cluster. Firstly, it pay more attend to the organizational character of industrial cluster and compare it with other organizational structure. Secondly, it focuses on the governance structure of clusters. Well governance structure can promote the flexibility and elasticity of the cluster production system, improve the interoperability and dynamic mechanism of cluster innovation system. Thirdly, it discusses the formal and informal governance mechanism in industrial cluster. Finally, it analyses the different the governance performance of clusters with different governance structure and mechanism. © Springer-Verlag 2012.
