Abstract

This article examines the factors affecting the development of SMEs, examines the problem of state support for SMEs. The purpose of the study is to assess the actual level of coverage of the potential need for SMEs in financial state support in the EU and the Russian Federation and to compare the results obtained. We used the stochastic boundaries of production to determine the potential amount of financial state support for SMEs. The initial data were statistical data from the Russian Federation and the EU on financial state support for SMEs. Descriptive statistics were also used to evaluate the data. The study confirmed the importance of state support for small businesses, its impact on the development of SMEs. This made it possible to determine the actual coverage of the potential of financial support in the Russian Federation and EU countries and to conclude that the results obtained are comparable. This research has value for SMEs and regulatory bodies. The results can be used to further improve such a tool of state regulation as state financial support for SMEs. The results presented in the article allow to deepen research in the field of increasing the effectiveness of state support for SMEs.
