Abstract

The main purpose of the paper is to determine the criteria to reform and raise the competitiveness of the tax system of the Russian Federation. Using the methods of analysis and synthesis, the authors considered the interpretations of the concept of “competitiveness of the tax system” and suggested a more precise definition. The data of the famous tax competitiveness ratings of the Russian Federation are provided in comparison with the tax systems of other countries. Tax factors affecting the investment attractiveness of the country and its industrial development are revealed. The article shows that the competitiveness of the Russian tax system as well as its effectiveness when shifting to a new technological paradigm should be determined by indicators of investment inflow, GDP growth, and added value. The competitiveness of the tax system should be assessed using an integrated approach and taking into account many determining factors. The assessment should be based on a system of international rating indicators with regard to the Global Competitiveness Index 4.0–2018. Also, there is a need for the own system of assessment indicators selected in accordance with the criteria for taxation efficiency presented in the study.
