The assessment of employment policies and insertion devices is established using quantitative indicators of investment. The capability approach (AC), mobilized here, questions the insertion devices in terms of "opportunities" and "procedural freedom" decision. Thus, the contribution of a device is twofold: job seekers make a distinction between the "opportunities" proposed and "employment aids" provided. They have resources to raise more or less intense and differentiated inputs of the device. Through the relationship between job seekers and integration actors construct a space of opportunities and decision latitude.
