Universities and colleges in Japan have experienced sweeping and sudden changes during the last 10 years. This chapter explores to grasp the articulation between learning in secondary school and university or college through the self-reported survey for college students. First, this chapter discusses the government policy changes toward higher education during the period of rapid environmental change in Japanese higher education. Then to address the question of what has led to the transformation of Japanese higher education structures, analysis of student data which shows how Japanese higher education institutions have dealt with post-massification will be presented. After examining the data, the issues and challenges Japanese higher education will be explored.
