Abstract

The modern development of the information economy leads to the problem of increasing the requirements for the construction of information systems to monitor the competence of managers of enterprises and enterprise management as a whole. The aim is to develop an intelligent information system for making optimal managerial decisions based on the study of managerial competence components. We have defined this goal in researching the problems and forming the conceptual foundations of building intelligent information management systems (IIMS) of innovative enterprises (IEs). We consider such systems as human-cyber-physical systems. To achieve the goal in the research, we have envisaged the step-by-step fulfilment of several tasks, namely: creating a system model of IEs; developing the structure of IIMS IEs; studying dynamic and static characteristics of managerial competence; developing an approach to support the adoption and implementation of optimal human resources decisions regarding managerial competence states and management of these states. We proposed to form IIMS IEs based on a multilevel organisational structure using elements of artificial intelligence. Using Markov chain theory methods, we have developed mathematical models and corresponding software to investigate the states of competence development of managerial IEs or any element of their hierarchy. The mathematical models adequately describe the dynamics and statics of the states (individual phenomenon, process or activity) of such an enterprise. It is confirmed by applying mathematical and software IIMS IEs to assess, predict and support optimal decisionmaking in the context of monitoring the competence of managers' IEs on the parameters of quality, timeliness and compliance. We applied the proposed mathematical apparatus and appropriate IIMS software in the assessment of levels of quality, timeliness and compliance of managers of the accounting department of LLC "Elektroprylad", financial service of LLC "Inter-Pak Ukraine" and sales department of LLC "Sferos-Elektron" (Lviv, Ukraine). We consider these to be the characteristics of competence correlated with the resulting indicator (degree of goal achievement) and ultimately affecting the effectiveness of enterprises. We consider IIMSs logical-cognitive models of a social agent based on cognitive science. We think integrated IIMS IEs as multi-agent systems that use a two-loop adaptation algorithm. The IIMS developed in this way uses adequate formalisation of personnel decision-making processes. The proposed approaches to building IIMS IEs (integrated IIMS) allow managers to make rational, organisationally programmed management decisions. These approaches also provide enterprises with adaptability, resilience, survivability and development in today's Industry 4.0 era.
