In this function, we define and articulate the decision need in a form and structure that enables effective modeling. An effective decision frame will guide the modeler to build, test and validate appropriate models, guide rational decision making and identify ways and means of measuring and controlling outcomes. To achieve this we need a clear understanding of the decision need and the organizational capabilities to execute decisions that satisfy the decision need. This step also establishes the size and scope of subsequent analysis. Poor framing can doom any analytics to failure.
