Shadow triangle. Trans-border smuggling between Kosovo, Albania and Montenegro

Abstract

There is a common view among West European scholars that, in Kosovo, Albania and Montenegro illegality and corruption are pervasive at all levels of society. In this context, the superficial perception of trans-border smuggling is that it is widely accepted as a form of substitute social welfare.
